"El hijo mayor de la familia de Nicolás Machicado y Marcelina Silva (...). En 1878, cuando el Gral. Hilarión Daza era presidente de Bolivia, el Coronel Narciso Tabalares, subprefecto de la provincia Larekaja, como todos sus antecesores tenía al jóven Machicado en calidad de Secretario (...) Daza se valió de este antecedente para ordenar al Subprefecto, la presencia del joven en el Palacio de Gobierno y hacerlo su secretario privado, como dote excepcional.
